Building Inspection and Energy Performance in Buildings Directive (EPBD)
Background
As part of the UK’s response to the EPBD, all air- conditioning systems will need to be inspected at regular intervals, not exceeding 5 years, and an Inspection Report issued. This will be phased in by the following dates:
What premises the EPBD is applied to
- Premises having a total cooling capacity of 250 kW and above from 04 January 2009
- Premises having a total cooling capacity of 12 kW and above 04 January 2011
- Newly-constructed plant and equipment will need an inspection before it is 5 years old.
How is the EPBD applied?
The
inspection and reporting method will be in accordance with TM44:2007. This
may be a simple procedure for packaged cooling systems or a full reporting
procedure for more complex air - conditioning systems.
An a/c system consisting of the refrigeration equipment, air movement systems and their controls will be surveyed and all relevant documentation such as manuals, drawings, maintenance records, commissioning data and control strategies will be inspected.
We will then assess whether the system is suitably sized for the cooling loads in the treated spaces and the overall effectiveness of the system.
The report will conclude with observations and recommendations on energy-saving opportunities.
Who can do it?
Air Conditioning Inspections will need to be undertaken by accredited Energy Assessors who are registered with an approved Accrediation Body, such as BESCA (Building Engineering Services Competance Accreditation Ltd).
